Natasha Rountree is a seasoned program and project management executive with more than 30 years of leadership experience delivering complex federal and private-sector initiatives. She specializes in project controls, program governance, strategic planning, acquisition, and business transformation, with a proven ability to lead multidisciplinary teams, manage multi-million- and multi-billion-dollar portfolios, and drive organizational performance.

As Managing Director at Hardee Brothers, Natasha leads enterprise program controls and transformation programs, integrating project planning, cost management, schedule performance, risk management, executive reporting, and stakeholder engagement to deliver strategic business outcomes. Her experience spans transportation, cybersecurity, procurement, disaster management, and enterprise operations, where she has consistently improved operational efficiency, strengthened governance, and enhanced organizational resilience.

Throughout her distinguished career with the Federal Emergency Management Agency (FEMA), the U.S. Senate, the Department of Homeland Security, the Department of the Treasury, and various companies in the private sector, Natasha has led high-performing teams responsible for enterprise program delivery, acquisition strategy, financial oversight, risk mitigation, and cross-functional integration. Her expertise includes project scheduling, budget forecasting, earned value management principles, contract administration, executive dashboards, change management, and performance measurement—core disciplines essential to successful project controls within engineering and infrastructure organizations.

Natasha holds a Master of Arts in Procurement and Acquisitions from Webster University, a Bachelor of Arts in Business Management from Wilberforce University, and is a Project Management Professional (PMP), Certified Procurement Manager (CPM), and FAC-C Level III certified acquisition professional.
